HIE is a government-sponsored development agency which sets the strategic background to which its ten Local Enterprise Companies (LECs) operate. The ten LECs cover Argyll & the Islands, Lochaber, Skye & Lochalsh, Western Isles, Caithness & Sutherland, Ross & Cromarty, Inverness & Nairn, Moray, Badenoch & Strathspey, Orkney and Shetland. Together, HIE and the LECs seek to improve the facilities and services which enhance the quality of community life in the Highlands & Islands.

Financial support is available to communities to utilise existing Community Right to Buy legislation, allowing communities to register an interest in acquiring land or buildings and have the first option to purchase if/when it's offered for sale.
